Is that my only option? The Value of Diversity for Algorithmic Recourse

People are increasingly subject to algorithmic decisions, and it is generally agreed that end-users should be provided an explanation or rational for these decisions. There are various different purposes that explanations can have, such as increasing user trust in the system or allowing the user to contest the decision. One specific purpose that is gaining more traction is recourse. Explanations of algorithmic decisions can provide users with actionable information about how to reverse an unfavorable decision. Although there is intuitive appeal for the moral value of actionable explanations, the normative foundations for what makes a specific type of actionable explanation valuable lacks clear normative foundations. We start by taking algorithmic recourse as a recommendation problem, not merely an explanation problem. We argue that the capability approach provides a plausible foundation for recourse and actionable recommendations. The capability approach especially motivates that algorithmic recourse, requires diverse recommendations and explanations. End-users should be provided a set of diverse actionable recommendations to choose from. Diversity increases the capability an end-user has for actually achieving recourse. Furthermore, diversity is able to resolve some of the criticisms of recourse, specifically worries paternalism and ignorance surrounding user preferences.
